Water Supply & Sanitation

Under the sponsorship of the African Development Bank and the World Bank, MEDAL prepared bankable studies and reports on water supply and sanitation. We also carried out institutional restructuring and capacity strengthening programmes for several state water agencies, including those of Bauchi, Plateau, Akwa Ibom, Edo, Abia, Anambra, and Osun States.

Akwa Ibom State Water Corporation (AKSWC) – Nigeria

Under the auspices of ADB, we undertook reform and institutional strengthening of AKSWC including corporate restructure and planning, re-organisation, change in personnel policies and procedures, accounting, information structure; financial management, management accounting, commercial and technical operations, inventory management, fixed assets management, procurement systems, and computerisation of the Corporation’s operations. We achieved the first transformation in Nigeria from subvention-oriented Akwa Ibom State Water Corporation to self-sustaining Akwa Ibom Water Company Limited.

Plateau State Water Corporation (PSWB) – Nigeria

Under the auspices of ADB, we undertook reform and institutional strengthening of PSWB including corporate restructure and planning, re-organisation, change in personnel policies and procedures, accounting, information structure; financial management, management accounting, commercial and technical operations, inventory management, fixed assets management, procurement systems, and computerisation of the Board’s operations. We commercialised the operations of the Board to substantially meet operational costs.

Bauchi State Water Board (BSWB) – Nigeria

Under the auspices of ADB, we undertook reform and institutional strengthening of BSWB including re-organisation, change in personnel policies and procedures, accounting, information structure; financial management, management accounting, commercial and technical operations, procurement, inventory management, fixed assets management, billings and collections. Implementation was incomplete because of a funding shortfall. However, our major achievement was a 700% increase in revenue from water sales through the establishment of the Commercial Department.

Anambra State Water Corporation (ANSWC) – Nigeria

We undertook institutional strengthening of ANSWC including: corporate planning, re-organisation, review of organisation structure, personnel policies and procedures, accounting, information structure, financial management, management accounting, commercial and technical operations, inventory management, fixed assets management and procurement systems.

National Water Rehabilitation Project

Under the auspices of the World Bank, covering 7 state water agencies – namely: Edo, Kogi, Ekiti, Ogun, Osun, Oyo, and Lagos. We undertook management audit and performance analysis covering organisational structure, manpower planning and development, performance improvement, personnel emolument, guidance and counselling, training policies and programmes, accounting and internal control systems, commercial operations, and maintenance policies and procedures.

Delta State Water Board (DTSWB) – Nigeria

We undertook sector planning and institutional strengthening of DTSWB, including: regional master plans, project studies, corporate planning, re-organisation, review of organisation structure, personnel policies and procedures, accounting, information structure, financial management, management accounting, commercial and technical operations, inventory management, fixed assets management, procurement systems, and computerisation of the Corporation’s operations.
